New York City 1975-1981: The Granddaddy of Muni Distressed Credit

In 1975 rumors were circulating that New York was in a cash crisis that could only be solved by cash flow borrowing. The City had already borrowed about $4 billion, revenues were falling short at the tail-end of the ’72-74 recession and questions were being raised about the City’s ability to repay notes without having to borrow additional seasonal cash.
