Siamac Afshar, Vice President in our Philadelphia office earned a Bachelor of Science degree in business administration in finance from the University of North Carolina, Charlotte, and holds his Series 50 (MSRB license). After college, Siamac entered the world of municipal finance. With a strong interest in politics and an affinity for finance, a career in public finance became a natural path for Siamac. He focused his practice on transportation infrastructure, healthcare, education, and water/wastewater financing.
Prior to HJ Sims, Siamac was a founding employee and Vice President with Acacia Financial Group, an independent woman-owned municipal advisory firm. Siamac spent 12 years managing projects and analytics for governmental entities and issuing authorities across the country. Siamac also led the firm’s Open Market Securities escrow bidding practice and acted as the quantitative lead for the firm’s derivatives practice, which he helped develop. Prior to joining Acacia, Siamac spent four years with Public Financial Management (PFM) in the Philadelphia and southern New Jersey region.
Throughout his career, Siamac helped to issue more than $125 billion in large and complex bond financings. Siamac brings a diverse range of relevant experience and technical expertise in tax-exempt and taxable financing, interest rate hedging and proceeds investment. Additionally, Siamac’s expertise has helped to further his firm’s research and policy initiatives in connection with the Internal Revenue Service and Government Accounting Standards Board (GASB) rules relating to derivative and interest rate hedging transactions. Siamac effortlessly collaborates with underwriters, lenders and other finance team members.
In addition to serving as the day-to-day contact for numerous clients, Siamac has been responsible for the oversight, training and mentoring of junior colleagues whom have themselves, advanced to senior positions in their respective roles under his tutelage.
With HJ Sims, moving into the senior living space allows Siamac the direct and tangible opportunity to improve people’s lives.
In his free time, Siamac volunteers with local no-kill animal shelters owing to his passion for animal welfare. Siamac also enjoys participating in the vibrant local theater community, including having directed, performed in and marketed the Rocky Horror Picture Show in Cambridge, MA and Charlotte, NC.
Siamac hails from Boston, Massachusetts; he now resides in Old City Philadelphia, about three blocks from the Liberty Bell. As a “city person,” Siamac enjoys living near the historic heartbeat of old Philadelphia. Prior to Philadelphia Siamac lived in Charlotte, North Carolina. Siamac has strong ties to the communities in which he has lived and worked.
Siamac is a first-generation American and the son of an engineer and an accountant; his parents emigrated to the United States in the 1960s for college, ultimately becoming citizens.
Siamac lives with his cat, “Tony” aka “Uncle Tony.” He earned his nickname at the shelter because of his habit of watching over his fellow felines.
