Mr. Frey joined Herbert J. Sims in 1992 and adds 35 years of comprehensive commercial and investment banking experience to the firm, including the underwriting and private placement of numerous taxable and tax-exempt healthcare-related issues, including the firm’s Southeastern and West Coast financings and many of its largest start-up and expansion CCRC financings and refinancings. Mr. Frey is manager of the regional banking office of the firm located in Orlando, Florida, and is directly responsible for Sims’ activities in the southern portions of the United States; he also oversees the firm’s financings in the southwestern and western portions of the country.  From 1996 to 1993, he served on the Governor’s Continuing Care Advisory Council for the state of Florida, and is a member of the Public Policy Committee of the Florida Association of Homes for the Aging. He is a member of the board of an affiliate of a well-known Florida multi-facility CCRC provider and a member of the board of a large Georgia start-up CCRC.

As a board member of the Lutheran Hospital of Maryland, Mr. Frey was appointed in 1979 to organize and serve as chairman of a hospital-sponsored CCRC, to be known as Roland Park Place. Mr. Frey served as chairman throughout the development period, financing, construction and initial years of operation of this 235-unit start-up not-for-profit continuing care retirement community located in Baltimore, Maryland. Consequently, he has substantial direct experience as the principal in development, financing and operating CCRC projects.  Sims was a managing underwriter of the Roland Park Place underwriting.

Mr. Frey currently is a board member of two CCRC organizations.

From 2000 to 2004 Mr. Frey was a member of the Financial Advisory Panel of the Continuing Care Accreditation Commission.

Mr. Frey’s prior experience included serving as manager of the corporate finance department of a major regional investment banking firm and as president and manager of corporate finance of a broker dealer headquartered on Baltimore, Maryland.

Mr. Frey received a Bachelor of Arts degree from Trinity College (Hartford) and a Master of Arts degree from Middlebury College (Vermont).  He is a member of Beta Gamma Sigma, the national business honor society.
